The Florida Constitution provides that “[e]very person has the right to inspect or copy any public record. . . .” Fla. Const. art. I, § 24(a). Because Floridians enjoy — with some exceptions — a constitutional right to public records, you’d think you wouldn’t need a lawyer to get them. But that’s not always the case.
